Activist Nguyen Thuy Hanh: they beat me at the police station.
“‘We’ll beat you to a pulp in here!’, they said as they pushed me into the room”.
At nearly 1:00 am on June 11, 2018, Ms. Nguyen Thuy Hanh, an activist, was released from the police station of Trung Tu Ward, Dong Da District, Hanoi City.
In a live streaming video posted by Ms. Mai Phuong Thao, another activist, Ms. Hanh blamed the police for her face and neck wounds, the consequence of their beating her after they took her to their station.
Mrs Nguyen Thuy Hanh is a well-known human rights advocate in Hanoi. She and several others were arrested at the King Ly Thai To Monument on June 10, 2018 during a protest against the laws on special economic zones and cyber security.

Một nhà báo đang ở hiện trường vừa cho biết: “Một tiểu đoàn, có thể là cả trung đoàn cảnh sát cơ động được điều từ miệt trong ra để vãn hồi trật tự ở Phan Thiết và Phan Rí. Mọi người hãy yên tâm, nếu chính quyền không dùng bạo lực thì người dân trong tay không tấc sắt chẳng làm gì được đâu!
Ban đầu, dân ở Phan Thiết tuần hành trong trật tự và ôn hòa. Chỉ đến khi có một số người bị bắt và có đánh đập, mới có bạo động. Người dân Phan Thiết quê tôi không có tính hiếu chiến, phần lớn họ chỉ là ngư dân lam lũ dùng biển cả làm nơi kiếm miếng ăn và không muốn dính dáng đến chính trị. Nhưng khi chính trị đến gõ cửa từng ngôi nhà thì họ buộc lòng lên tiếng. Đã có 102 người bị bắt ngày hôm qua ở Phan Thiết!”.

Nhà quan sát chính trị Quang Hữu Minh cho rằng: “Một chính quyền địa phương ven biển lâu nay lơ là trong việc xử lý nạn giã cào bay (tức là việc dùng ghe tốc độ cao, công suất lớn đánh lưới cào cá ven biển; Thu nhập nhanh, tận diệt sạch) làm ngư dân lương thiện bị bần cùng hoá. Cái giã cào bay này đã làm 150km ven biển thất nghiệp, không còn gì để đánh bắt gần bờ. Không lo giúp dân phát triển ngư nghiệp, nghề cá. Đặc biệt là việc bao che Nhiệt Điện Vĩnh Tân, rồi đến nhấn chìm vật chất. Một địa phương như vậy thì còn ai đủ uy tín nói để dân nghe!”.

“Những cuộc biểu tình xảy ra đồng loạt trên cả nước đều diễn ra ôn hòa, êm ả ở các thành phố lớn. Tuy nhiên, theo dõi thấy xuất hiện ở Phan Rí có hành động tấn công lại CSCĐ của người dân. Không rõ có sự việc dàn dựng hay khiêu khích của bên nào, nhưng nếu đem so sánh, thì một điều nghi ngại không nhỏ là khả năng xảy ra va chạm, bạo động ở các địa phương tỉnh lẻ cao hơn ở các TP lớn rất nhiều.
Điều này do nhiều nguyên nhân. Ở các TP lớn, những người dẫn dắt hoặc mật độ tham gia của tầng lớp trí thức nhiều hơn. Họ là những người đủ bình tĩnh can ngăn nếu có mâu thuẫn hoặc va chạm xảy ra. Nhưng ở các địa phương, nơi trình độ dân trí thấp hơn thì khả năng va chạm bạo lực với lực lượng công quyền là rất dễ. Riêng vụ việc ở Phan Rí, thì có nhiều nguyên nhân khác nữa!
Nhà báo Lưu Trọng Văn trong một bài viết mới đây đã nói lên nỗi bức xúc của người dân khi tàu thuyền đánh cá của họ liên tục bị tàu Trung Quốc đâm chìm hay ngư dân bị bắt đòi tiền chuộc!
Và nguyên nhân quan trọng nhất, Phan Rí là trung tâm của huyện Tuy Phong, tỉnh Bình Thuận, Nơi đây đặt nhà máy Vĩnh Tân 2. Nhà máy này gây ô nhiễm khủng khiếp. 3 năm trước người dân đã chặn đường và có xảy ra bạo lực với công an một lần. Tuy vậy, chính quyền Bình Thuận không coi đây là một bài học. Thay vì giải quyết bức xúc người dân, họ chọn cách bỏ tù người dân. Những bức xúc dồn nén như một cái lò xo khủng khiếp, và đến ngày bung ra thì vô cùng tai hại.”

Nhà nghiên cứu chính trị Jonathan London cho biết:
“Dù có quan điểm như thế nào, chúng ta không nên bỏ qua một thực tế rất rõ: khi những quyết định lớn mà ảnh hưởng đến an ninh, kinh tế, xã hội một cách thiếu minh bạch thì dân không dễ chịu. Những quyết đinh lớn phải được thỏa luận và phân tích một cách cởi mở mới được.
Vậy, trong lúc căng thẳng phải bình tĩnh. Phải xem đâu là vấn đề sơ bộ đâu là vấn đề gốc. Sau hơn 20 năm nghiên cứu về Việt Nam, tôi thấy người Việt muốn đất nước của mình phát triển một cách bền vững hơn; họ muốn sống trong một xã hội minh bạch hơn và có một trật tự xã hội công bằng và an toàn hơn; xứng đáng với giá trị dân xã của đất nước.
Không có nước nào mà biểu tình được xem là phương án tốt nhất để giải quyết những vấn đề lớn và quan trọng trong xã hội”.

Vào 14h00 11.6, UBND tỉnh Bình Thuận tổ chức buổi họp báo cung cấp thông tin v/v một số thanh niên gây rối trật tự, đập phá trụ sở UBND tỉnh. Tuy nhiên, họp để BTG định hướng và chỉ đạo hạn chế thông tin chứ không cung cấp gì hết!
Hiện các ngã đường vào trung tâm Phan Thiết đã bị phong tỏa!
Chiều tối 11.6, Bộ Tư lệnh Cảnh sát Cơ động K.20 (BCA) gấp rút tăng cường quân vào Bình Thuận, hỗ trợ lập lại trật tự.
21h30 đêm 11.6: vẫn ở trước trụ sở UBND tỉnh: hai bên đang thăm dò nhau và tạm thời kiềm chế. Người tụ tập càng lúc càng đông!
22h30: Theo tin từ người dân Bình Thuận cho biết thì điện tại các khu vực Phan Rí, Chí Công và Liên Hương đã bị cắt điện.
23h30: một phóng viên của báo Bình thuận cho hay, những người biểu tình hôm qua đã bị bắt thêm một ít nữa.
0 giờ ngày 12.6: Trật tự vãn hồi. Sau chiến trận tan hoang ở Phan Thiết, lòng đường đầy mảnh chai, những công nhân vệ sinh bắt đầu dọn dẹp. Bàn tay của họ đều rướm máu!
Tin cuối ngày: Sáng mai, ông Bí thư Bình Thuận Nguyễn Mạnh Hùng sẽ đi Phan Rí gặp dân đối thoại!

Người dân cần có hành lang pháp lý để thể hiện thái độ của mình một cách trực tiếp. Không phải ai cũng có đủ lý luận để đưa ý kiến, nên tham gia biểu tình ôn hòa là một cách đóng góp văn minh cho đất nước. Quốc hội nợ dân luật biểu tình!

INCIDENT IN BINH THUAN PROVINCE
The riot in Phan Ri, Binh Thuan Province, that started yesterday and continued today (June 11). Witnesses uniformly characterized it as a terrifying event. Highly excited protesters damaged the administrative center of the provincial government (“provincial people’s committee”), disarmed hundreds of police officers, and burned vehicles.
A journalist recently reported from the scene:
“A battalion, maybe even a regiment, of rapid-response police was dispatched from the South to restore order in Phan Thiet and Phan Ri. Everybody can relax: if the government did not resort to violence, unarmed people could do nothing to resist.
At first, Phan Thiet protesters were marching in a very orderly and peaceful manner. They started to react strongly only when some of them were arrested and beaten. People from my hometown of Phan Thiet are never belligerent. Most are fishermen who live near the sea and hardly pay attention to politics because they are preoccupied with making a living. However, when politics knocks at each door, they couldn’t help responding.
The political observer Quang Huu Minh wrote: “The local government along the coast has been negligent in dealing with the danger of destructive fishing (that is, using high speed fishing boats to haul in massive quantities of fish near the coast).
That strategy of rapid returns-rapid depletion has impoverished honest fishermen through depleting sea life near the coast, causing unemployment along 150 km of the coastline. The local government has not concerned itself with helping the people through rebuilding the fishing industry. One should note that the government has overlooked the issues caused by the Vinh Tan power plants’ discharges, including the issue of reusing dredged material. How much residual credibility does such a government have to make people follow its directions?”
Below is a commentary from the activist Trinh Anh Tuan:
“All the concurrent protests in the big cities have been peaceful. However, the Phan Ri incident involved the protesters’ moving against the rapid-response police. It was not clear if there had been provocation or orchestration by one side or the other; however, relative to big cities, a significant concern can be noted: the likelihood of violence is much higher in smaller municipalities. This is due to many factors. In big cities, the intelligentsia account for a significantly higher proportion of protest leaders and participants. Those are people who can keep enough of a cool head to provide a restraining influence in case of disagreement or conflict. On the other hand, in smaller localities where the average person’s education level is lower, the likelihood is quite high for more forceful reactions against the authorities. Many additional factors came into play in the Phan Ri incident!
The journalist Luu Trong Van conveyed in a recent article popular discontent with Chinese vessels constantly ramming and sinking Vietnamese fishing boats or the Chinese authorities demanding ransom from Vietnamese fishermen in exchange for their captured fishing boats!
Now we will cite the prime reason. The Vinh Tan 2 power plant is located in Phan Ri, the seat of the government of Tuy Phong District, Binh Thuan Province, This power plant’s discharges have been so polluting that three years ago local residents blocked highway traffic in protest and staged a violent confrontation with the police. The Binh Thuan provincial government did not want to learn from this. Instead of solving the problem, they chose to imprison the protesters. The people’s suppressed resentment kept building up until a terrible explosion occurred.”
The political researcher Jonathan London wrote:
“Không có nước nào mà biểu tình được xem là phương án tốt nhất để giải quyết những vấn đề lớn và quan trọng trong xã hội From any perspective, we cannot ignore this evident truth: without transparency, the people will not readily accept major decisions affecting security, the economy, or society will cause discomfort to the people. Such major decisions should be discussed and analyzed openly.
Therefore, it is important to stay calm in a highly charged atmosphere. It is important to tell the early symptoms from the root causes. After spending more than 20 years on research about Vietnam, I can see clearly that the Vietnamese want more stable progress for their nation; they want and increased level of transparency, equitability and security that matches the country’s social values.
Not a single country views protests as the best solution to major societal issues.”

At 2:00 pm on June 11, the government (people’s committee) of Binh Thuan Province held a press conference to disseminate information on the disruption of the peace and vandalism of the province’s administrative center by a group of young men. However, the government representatives gave out no information. Instead, the event was for the Information Control Committee to issue its directions on restricting information dissemination!
Now all the roads to downtown Phan Thiet have been blocked.
In the evening of June 11, the Rapid-Response Police (K20) Headquarters (part of the Public Security Ministry) dispatched reinforcements to restore order in Binh Thuan.
At 9:30 pm on June 11, in front of the government’s provincial administrative center, the two sides were eyeing each other while exercising self control for the time being. The crowd was getting bigger and bigger!
10:30 pm: Binh Thuan residents reported that power had been cut in Phan Ri, Chi Cong and Lien Huong.
11:30 pm: a reporter of Binh Thuan News reported that the police had arrested additional participants in yesterday’s protest.
12:00 am on June 12: Order was restored.
After a devastating battle in Phan Thiet, pieces of broken glass were strewn on the streets and the street sweepers who had started to clean up suffered cuts to their hands!
Late night news: Tomorrow morning, the Communist Party Secretary of Binh Thuan Province, Mr. Nguyen Manh Hung, will be in Phan Ri for a meeting with local residents!
The people need a lawful vemie to express their views directly. Not everyone can articulate the reasons for their position and therefore taking part in peaceful marches serves the purpose of contributing to the enhancement of the country’s civilized status. The National Assembly owes the people a law on demonstrations!

At round 10.05pm [15 June] the police of ward 13 Tan Binh district came to my rental apartment, saying I had violated the law on temporary stay. They brought me to Tan Binh ward 15 police office. 6 uniform police were in the room with me. I told them I had all the valid papers for my temporary stay, but was not given the chance to present them. I refused to pay an administrative fine and sign the police report. That was when a policeman who introduced himself as from HCM City entered the room. He slapped me and said ‘you are already in here [the police office], yet you’re still pig-headed.’ I knew that I was in a tiger den, I could not do anything, I decided to exercise my right to remain silent. A policeman opened his phone and asked me if the Fb page Nguyen Tin belonged to me. I said I did not use Fb. He slapped me. I maintained I did not use Facebook. Another policeman entered the room, with a gentle manner, he told me: ‘I can work with you in two ways, the gentle way if you cooperate, or we will use the law of the jungle with louts like you. I was now surrounded by the police, they bashed me in the head, forced my neck to the side to take my photos. They asked for my password to access my phone. I refused, evoking my right to mail privacy, requesting them to respect citizen rights. I was then at the receiving end of a lot of bashing, punching, elbowing. (video at 4’ ). At around 5am [the following day], I was moved to another room. By then I was already bashed a lot, I asked for a lawyer. A policeman said ‘If a lawyer is in here, no difference, he will just be bashed like you.’ (video at 6.15′). At this point, other policemen left, except for two of them in the room. One named Quan locked the door, then, without saying a word, they started to bash me continuously. One asked me ‘You going to work with us or not.’ The other one, he was the person who bashed me most, said to his colleague: ‘If he is not, kill him. (video at 7.03’). At that point, I was no longer afraid. He said after 5 days since he was detained on 15 June, his health has not recovered.

On Jun 17, 2018, I cried because I felt so lonely, being abandoned in the Tao Dan concentration camp and having to face the frightening people called “the people’s police”. I am not angry with you. My anger should be directed to those who insulted me as a human and used physical force against me. I am the monitor of class 17/2, Linguistics Department of the HCM University of Social Sciences and Humanities. I always do my best to bring joy and motivation to my classmates. I always do my best to serve as link between my classmates, the teaching staff and the administrative employees. This is currently the month of final exam and I am getting ready to write letters of thanks to all our professors. We, all students of class 17/2, pride ourselves for being the most hardworking, most united and most successful in our academic achievements. Please check with Prof. Triet, Prof. Trieu, Prof. Hanh and Prof. Nguyen, who teach our class. In fact, I would like to identify myself as a good student you can be proud of and a responsible class leader. I am actually not the “prostitute”, “ the counter-revolutionary person”, “the kicked-away student” … as accused by the “people’s policemen”.

Ha (crying even louder) I am working in the Law field. I am entitled to having an attorney … You can ask my former professors at the Hanoi University of Law. They will remember me as a good student. All my professors used to love and praise me as a good student. I believe if they were here, they’d rescue me. But here I am, your student. I need you. Please, look at me. Policeman 1: No need of an attorney here. This is not a crime investigation. An attorney will not be admitted here. That is a useless thing to do.

Ha (in tears, helpless) Please, professor. Only you can rescue me. One of your students was raped by a reporter from Tuoi Tre Newspaper. The teaching staff of the University of Social Sciences and Humanities spoke up in her defense and my attorney defended her rights. I am another of your students, Why don’t you speak up for me, as you did for the other student. Please call my attorney and tell him I’m here.
Policeman 3: How tiring this girl is! Ready to sign?

Policeman 4: (slapping Ha) Won’t you co-operate? Say again those 3 words “ask for attorney” and I will slap your mouth till it breaks.

Ha: Professor, I was not hurt by that policeman who slapped me, but I was hurt because you did not defend me, you did not embrace me, you did not protect me. You remained silent in front of a violation against human dignity, an act of violence against the human body by the police of district 1. You will probably not forget my miserable face at Tao Dan concentration camp. Why did you sign the readily-prepared document? Why did you tell me you didn’t know anything about law but you trust them instead of me, your good student. Why did you turn your back to me? My other professors at the University of Law used to secretly defend and protect me. The police beat me, insulted me, but I didn’t feel hurt because they were doing their duty. Your Excellency,
I am Mai Duong, US citizen, living in Texas, USA. Several of our Facebook friends have been detained, tortured and terrorized since June 10, 2018 when they participated in a peaceful demonstration in Saigon, also known as Ho chi Minh city, Vietnam.
The demonstration was to voice their concerns as patriotic citizens of Vietnam against the Vietnamese communist government who intends to further grant to the Chinese communist government further access and control to strategic territories of Vietnam (the projects are known as “Special Economic Zone” or SEZ. During the demonstration, the government has sent plain clothes police to mingle into the crowd and caused altercation, disturbances and violent outbreaks resulted in certain places.
My friends were not with any weapon and were brutalized by the police to the point they had to be hospitalized (and had to pay the hospital fees by themselves). Pictures of them being brutalized are all over the internet but I put together in this letter for you. Their properties (cellphones, personal belongings) which cost a fortune have been confiscated by the police. In certain cases it can cause severe economic problems because important data associated with their businesses are in the cellphones.
The police beat up these people really hard, men or women. Please see the following pictures.
After they have been released, the police has followed up with sending them multiple requests to ask them to show up at the police station (to ‘work with the police). In the past and at the present time, being sent to police office can mean ‘never to get out alive’ because one can be beaten until death. There will be no report in the news, no doctor’s reports and no one from the free world will know.
Basically these individuals have been in harm’s way continuously since June 10, 2018 and they need help.
As the official representative of your country, I urge that you immediately have

Chúng tôi vừa nhận được tin là hai chị em là Nguyễn Thị Ngọc Phượng, sinh năm 1988 và Nguyễn Thị Trúc Anh, sinh năm 1994, sống tại giáo xứ Phúc Lâm, Hố Nai đã bị công an Biên Hòa bắt đi từ ngày 10/6 đến nay vẫn chưa được thả. Từ ngày đó đến nay gia đình vẫn chưa nhận được thông báo chính thức nào từ phía công an.
Gia đình đã đi nhờ tư vấn khắp các văn phòng luật sư nhưng nơi nào cũng từ chối nhận. Theo gia đình cho biết thì trong ngày 10/6, rất nhiều người dân sống ở Đồng Nai đã kéo về Biên Hòa biểu tình. Số người bị bắt trong ngày hôm đó ước tính gần 100 người, phần nhiều là công nhân. Số người này đến nay cũng chưa rõ bao nhiêu người còn bị giam giữ. Có khả năng nhiều người trong số họ có thể bị đưa đi cưỡng bức lao động tại các Trung tâm bảo trợ xã hội, vốn là nơi “tù không án” của những người vô gia cư.
Hai chị em Phượng, Trúc hiện bị giam tại Trại tạm giam công an thành phố Biên Hòa. Gia đình rất mong nhận được sự quan tâm và lên tiếng của cộng đồng !

Vào lúc 8h sáng nay, ngày 30/7, phiên tòa xử 20 người tham gia biểu tình phản đối dự luật đặc khu vào ngày 10/6 đã diễn ra tại Tòa án tỉnh Đồng Nai. Hàng trăm công an bao gồm thường phục và sắc phục bao vây quanh bên ngoài và bên trong phiên tòa. Thẩm phán là ông Nguyễn Quốc Thái đã kéo dài thời gian cho đến 10h mới bắt đầu phiên xử.
Đúng như kiểu “phiên tòa bỏ túi” điển hình của chế độ, phiên tòa diễn ra nhanh chóng trong vài tiếng đồng hồ và kết thúc vào lúc 15h cùng ngày. Mức án tù giam thấp nhất từ 8 tháng, cao nhất là 18 tháng và một số bị tù treo 14 tháng trong số 20 người biểu tình.
Nhiều gia đình người biểu tình có mặt tại phiên tòa đã rất bức xúc trước bản án quá nặng nề dành cho người thân, con em của họ. Trước đó nhiều lần an ninh đã dụ dỗ người biểu tình ký vào biên bản nhận tội để được thả sớm, và cũng hình thức lừa dối đó để dụ các gia đình nạn nhân im lặng.

Qua danh sách chúng ta có thể thấy những người biểu tình bị bắt đa phần là phụ nữ và nhiều người tuổi đời còn rất trẻ. Họ là những công nhân và người buôn bán bình thường đang sinh sống và làm việc tại Đồng Nai. Họ đã phải chịu cảnh tù đày chỉ vì thể hiện thái độ và trách nhiệm công dân của mình trước hiểm họa nguy hại cho đất nước của Dự luật đặc khu.
Nhiều gia đình nạn nhân đang rất sốc và hy vọng vào sự lên tiếng của cộng đồng, đặc biệt là các luật sư có thể hỗ trợ họ kháng cáo nhằm đòi lại công lý cho người thân của mình.
